Dow Inc. Announces Strategic Shutdown of Three Key European Upstream Assets Amid Market Challenges

Strategic Shutdown in Response to Market Dynamics

Dow Inc. has officially announced the shutdown of three upstream assets in Europe, a decision that was first revealed in April 2025. This move is part of the company's strategic response to the challenging market dynamics and cost pressures in Europe.

Details of the Affected Assets

The assets slated for shutdown include an ethylene cracker in Boehlen, Germany, chlor-alkali and vinyl assets in Schkopau, Germany, and a basic siloxanes plant in Barry, UK. The Barry plant is expected to close by mid-2026, with the entire shutdown process beginning in mid-2026 and concluding by the end of 2027.

Impact on Employment and Future Plans

Approximately 800 jobs at Dow are expected to be impacted by these closures. The decommissioning and demolition of the sites may extend into 2029, depending on the requirements. Jim Flittering, Dow chairman and CEO, emphasized the ongoing challenges faced by the industry in Europe, including difficult market dynamics and a demanding cost and demand landscape.
