"The right thing to do, in my view, is we pause on China. Let’s give it a little more time. Maybe it's 180 days because we're going to be busy here," Ackman shared with CNBC. He emphasized that rapid moves could destabilize the United States economy and disproportionately affect small businesses.

China's Incentive to Negotiate

Ackman pointed out that the threat of high tariffs has led companies producing in China and selling to the US to relocate their supply chains. This situation, according to him, leaves China "highly incentivized" to come to the negotiating table.
