According to the 2025 Asia Pacific Home Attainability Index by the Urban Land Institute (ULI), Singapore offers the most attainable homes among major Asian cities. The median price of HDB apartments was 4.3 times the median annual household income in the city-state last year.

"Across all years of the Home Attainability Index, HDB apartments have been the most attainable route to home ownership in a major Asian city," the report stated. This affordability is unmatched in cities like Hong Kong, Tokyo, or Sydney.

Key Findings

The report highlighted that HDB apartments had a median price of US$439,348, or $4,609 per square meter, with Singapore’s median annual household income at $101,666. Remarkably, 80% of Singapore's population lives in HDB units.

Regional Comparisons

Only Kuala Lumpur and Melbourne joined Singapore in having a price-to-income ratio of five or lower in 2024. Perth, Australia, boasted the lowest ratio at 4.1.

The High End of the Market

Private homes in Singapore are the priciest in the region, averaging $1.7 million per property. However, Hong Kong leads in per-square-meter costs for private homes at $16,915, with a price-to-income ratio of 23.4.
